It's clear that even Lemures CAN work their way up the devil hierarchy, so they can't all be turned into coins. Now I know there is the Soul Coin exchange, and Mammon can convert souls into currency, but certainly not all souls/lemures are turned into currency. But devils, even lesser ones (though not least ones) can own souls. Mortals who die in Avernus are re-born in the River Styx as Lemures.
